Update Git identity configurations:
- Switch Ryan identity to new GPG key (301511AAD64FA365)
- Disable GPG signing for Xevion identity (no key available)

- Consolidate Windows/WSL config blocks in dot_gitconfig.tmpl

# Dotfiles Repository TODO
